Executive Summary
The announcement of Operation Midway Blitz on September 8, 2025, was part of a calculated
campaign to sow fear and chaos in an American city that the Trump Administration saw as
noncompliant with its policies on immigration. President Trump and federal officials at his direction
spent months ramping up their immigration enforcement tools, testing out new tactics, and
threatening to come for Chicago and Illinois. Even before the inauguration, President-elect Trump’s
‘Border Czar’ Tom Homan said the Administration’s immigration enforcement was “going to start
right here in Chicago, Illinois.” The Trump Administration's first publicized aggressive enforcement
effort of 2025 was in Chicago with Operation Safeguard, just days after the January
inauguration.

Some jawdropping CBP crime statistics here...

Criminality is so rampant inside CBP that it has seen one of its own agents or officers arrested every 24 to 36 hours since 2005. CBP’s misconduct scandal is so long-running that today it would be old enough to drink.

In total, according to CBP’s own discipline reports, over the 20 years from 2005 to 2024 — the last year numbers are available — at least 4,913 CBP officers and Border Patrol agents have been arrested themselves, some multiple times. (In 2018 alone, a single CBP employee was arrested five times.) To put that number in perspective:

• The population of CBP agents and officers who have been arrested would make it roughly the nation’s fourth largest police department — equal to the size of the entire Philadelphia police.

• Indeed, for much of the 2010s and likely before and since, it appears the crime rate of CBP agents and offices was higher PER CAPITA than the crime rate of undocumented immigrants in the United States.

“Attached to this order is an appendix that identifies 96 court orders that ICE has violated in 74 cases. … ICE has likely violated more court orders in January 2026 than some federal agencies have violated in their entire existence.”

On January 8, 2026, petitioner Juan T.R. filed a petition for a writ of habeas corpus.' The Court issued an order requiring respondents to file an answer no later
than January 12, 2026. See 28 U.S.C. § 2243 (requiring judges to either "forthwith award
the writ" or order the respondent to show cause, within three days, why the writ should not be granted).

Respondents failed to answer. Accordingly, the Court granted the writ in part
and ordered respondents to afford Juan a bond hearing within seven days or, failing
that, to immediately release him from detention. ECF No. 4.
Respondents neither held a bond hearing within the required time nor released
Juan. ECF No. 6. The Court then issued a show-cause order and scheduled a hearing at
which it ordered the personal appearance of Todd Lyons, Acting Director of U.S.
Immigration and Customs Enforcement (ICE"). ECF No. 7. The Court noted,
however, that if the parties filed a stipulation indicating that Juan had been released, the
Court would cancel the hearing and would not require Lyons to appear. Id. The parties
have now filed such a stipulation (ECF No. 9), and thus, as promised, the Court will
cancel the hearing, and Lyons will not be required to appear.
That does not end the Court's concerns, however. Attached to this order is an
appendix that identifies 96 court orders that ICE has violated in 74 cases. The extent of
ICE's noncompliance is almost certainly substantially understated. This list is confined
to orders issued since January 1, 2026, and the list was hurriedly compiled by
extraordinarily busy judges. Undoubtedly, mistakes were made, and orders that
should have appeared on this list were omitted.
This list should give pause to anyone —no matter his or her political
beliefs— who cares about the rule of law. ICE has likely violated more court orders in

January 2026 than some federal agencies have violated in their entire existence. The
Court warns ICE that future noncompliance with court orders may result in future
show-cause orders requiring the personal appearances of Lyons or other government
officials. ICE is not a law unto itself. ICE has every right to challenge the orders of this
Court, but, like any litigant, ICE must follow those orders unless and until they are
overturned or vacated
Juan asks that the Court schedule a hearing at which he may present evidence
and argument concerning the hardships that he has suffered as a result of respondents'
failure to abide by the January 14 order. See In re Tetracycline Cases, 927 F.2d 411, 413
(8th Cir. 1991) ("Civil contempt sanctions may be imposed for either or both of two
distinct purposes, to coerce compliance with a court order, and to compensate the
complainant for actual losses sustained by him as a result of the defendants'
contumacy." (quoting In re Chase & Sanborn Corp., 872 F.2d 397, 400-01 (11th Cir.1989))).
The Court will not schedule a hearing at this time. If Juan wants to seek monetary
sanctions, he may file a properly supported motion to that effect.
ORDER
Based on the foregoing, and on all of the files, records, and proceedings herein,
IT IS HEREBY ORDERED THAT the hearing currently scheduled for Friday, January
30, 2026, at 1:00 pm in Courtroom 15 (MPLS) is CANCELED.

Pew Research Center is an office-based workplace, with all staff working in the Center’s Washington, D.C., office three core days weekly (Tuesday, Wednesday and Thursday).  Staff have the flexibility to work remotely up to two days per week. Dear Governor Walz and Mayor Frey,
It is my responsibility as Secretary of Agriculture to ensure sound stewardship of taxpayer dollars by climinating fraud, waste and abuse in all programs funded by the U.S. Department of Agriculture (USDA). The widespread and systemic fraud associated with federal benefit programs in the State of Minnesota and the City of Minneapolis demonstrate an inability to handle federal resources without additional oversight and accountability measures in place.
During your tenures as Governor of Minnesota and Mayor of Minneapolis, numerous non-profits and businesses have defrauded the federal government in what a federal prosecutor in Minnesota called "a staggering, industrial-scale fraud".! Most notably, a Minneapolis-based nonprofit— Feeding Our Future defrauded U.S. taxpayers of nearly $250 million in federal funds given to them by the Minnesota Department of Education.? This fraud scheme involved USDA funding provided to the State of Minnesota to feed hungry children under the Child and Adult Care Food Program (CACFP) and the Summer Food Service Program (SFSP). As of late November, 78 defendants had been charged in what the Department of Justice characterized as the largest COVID-19 fraud scheme in the country?
Other recent examples of'alleged fraud in Minnesota include exploitation of the Small Business Administration Paycheck Protection Program", a scheme to defraud the Housing Stabilization

Services Program", and alleged fraud in daycare centers*, Your Administrations have refused additional accountability and oversight, claiming that criticism of rampant fraud and abuse is
"racist."
While the full extent of fraud in Minnesota is not yet known, it is clear that, under your leadership-
or lack thereof fraudsters can take advantage of federal funds and the American
taxpayer with impunity. This necessitates federal action to protect taxpayer dollars until adequate safeguards can be established.
Despite a staggering, wide-reaching fraud scandal, your Administrations refuse to provide basic information or take common sense mcasures to stop fraud. In fact, rather than conlin your SNAP rolls are accurate to prevent continuing fraud, you asked the courts to block USDA's directive to recertify the State's SNAP recipients. Recent news reports also emerged that the Minnesota Department of Human Services repeatedly reported incorrect information about SNAP to the federal government.? The Trump administration refuses to allow such fraud to continuc.
Therefore, because of your failed Icadership and abysmal financial management oversight, 1 am notifying you that, effective immediately, I am suspending payments on all active awards and any future awards from USDA to the State of Minnesota and the City of Minneapolis, currently totaling over $129.18 million. Within 30 days, you shall provide USDA with payment justifications for all federal dollar expenditures from January 20, 2025, to the present. Going forward, all transactions on awards to the State of Minnesota or the City of Minneapolis will require such payment justification. If those payment justifications are not received, awards will remain suspended.
While your Administrations have turned a blind eye to documented fraud, the Trump Administration has made clear that fraud, waste, and abuse are unacceptable. The American people deserve to know that their taxpayer dollars are helping those in need-not criminals. …
