In particular, the rise of solar, wind (despite the headwinds), and grid-scale battery technology for electricity is being driven by market forces - even in places like Texas. The pressure on old thermal (fossil fuel) plants is relentless and will prevail (again, despite Myron Ebell).

Whatever the EPA tries to do this week, understand that a) it will still be challenged in court (probably successfully - though it might take a while); b) EPA is not doing much in any case; and c) most of the action in the US is at the state and local level.

However, as was anticipated at the time, using the CAA to regulate CO2 has been a long, slow & mostly impact-less. It's taken many steps (from assessing whether CO2 was covered (it is), to the kinds of actions that EPA is authorized to take (limited), & the ping-pong of dueling administrations.

First off, there is no scientific argument that the evidence that CO2 emissions cause damages has lessened since the 2009 finding. Trends and attributions have only become clearer.

Second, the legal arguments against the finding have all been tested up to the Supreme Court multiple times.
Pretty good summary of the forces arrayed against the CO2 endangerment finding. I think they are counting their chickens prematurely.

This technology already exists and is widely used. It doesn't involve 'government surveillance' and would not allow ICE or any other government agency to stop individual cars.
