To reiterate, there is no liability for naming any law officer who uses force -- whether justified or not. Courts have consistently ruled that an officer's name, rank, posting and employment history are PUBLIC INFORMATION. Do not confuse the issue by implying anyone erred by delivering that info.
If anyone is liable for identifying the killer, it’s Noem. She made the mistake of mentioning another incident with a vehicle he was in, and it was easy to look back for the reports that named Ross.
