using commercially available equivalents where possible is not a bad idea, but they are going to be up to their ass in extra paperwork to both manage bids and awards if they're dropping prime / subcontractor arrangements

also good luck enforcing consistency w/ officers used to getting their own way

I tend to agree with this. My frustration with Democratic party senators (not all, but a lot of them) is that they don't seem to even acknowledge that "harm reduction" might be a real problem & the dismantling of the republic an even bigger one. Just not fit for purpose at this point.
I scribbled down all my shutdown-related intrusive thoughts and put them in a blog post.
