Would anyone build parking if it wasn’t legally mandated? I sort of think they would. So why do some people think arbitrary minimums are in the public interest?
Whenever someone testifies that their town needs parking, I want to ask, "Does your town need parking, or does your town need to mandate a minimum amount of parking whether the market demands it or not?"

A recent example: In 2023, I introduced a bill to raise bridge tolls by $1.50 to support transit. There was big pushback that raising tolls would harm lower income drivers. The bill died.

In 2024, a $3.50 toll increase was proposed to fund bridge maintenance. It easily passed.
