Hemp is defined as <0.3% delta-9 THC in dry weight. The minibus adds a ban on “any intermediate hemp-derived cannabinoid products which are marketed or sold as a final product or directly to an end consumer for personal or household use,” and sets a limit of 0.4 mg THC per container.
The shutdown deal includes a ban on hemp products that none of its negotiators debated in public.

Disappointing that only 24 senators voted against killing an amendment to strike that ban.

Yep. I read it the same way. It feels like a vote that is a proxy for "keeping the deal together." If they voted to kill this amendment, it's because they want the deal to pass. And they should be yelled at for both tabling a good amendment and wanting a shitty bill to pass.
Probably a safe bet that every Dem who is not a Nay on this vote was part of the Cave Caucus.

Either Schumer isn't able to keep his caucus organized, or the whole thing was a work. Both possible scenarios work out to the same conclusion: he can't be leader anymore.
