Going to assume that they've been given orders to not take orders from anyone but people like Miller, and to ignore judges, civic leaders, etc. We can "but but court order ..." all we want, but that stuff doesn't exist any more. They are going to keep pushing until people kneel or react differently.

This is seriously a problem. I think Chicago should absord some inner ring suburbs and the. The rest of Cook should consolidate into like 3-5 municipaloties. Further out suburbs should also consolidate with each other so that they are at least like 200k-300k
