It's a dry grassland; the Fertile River is absolutely essential to agriculture and irrigation, and to the capital city, which sits beside the delta along the shore, close enough to benefit but *just* far enough to leave the Fertile grounds to crops.

There are four temples for interrelated Gods, and each has a slightly different take on morality, though they agree on broad strokes. A quick and dirty summary: the Red Bird thinks bending the rules is allowed if the rules hurt people, the Sea-King is a stickler for rules.

This is at least the fourth story I've seen of an author having to exchange multiple emails (over 20) with this publisher to get the contract language to not be rights grabby and it's one of three where the writer walked away.

I appreciate the effort and transparency but I will also say-
On August 12, 1971, 16-year-old me mailed the first story I ever wrote off on its first submission to my dream market, F&SF. My tale was quickly rejected. Again, they're all a bit different.

Prevari, like Deena, sees nothing wrong with doing whatever he must to benefit himself and his people, and his people has a specific definition that excludes most of the country. And if he gets to skim off some extra, even better.

Oof. This has different answers for all three.

Deena is the simplest: she won't lie, so she doesn't steal because she'd have to confess if questioned. But she'd have no particular issues with theft or murder for the right gains. She protects her people, but her definition of "her people" is narrow.

As a historian of California, couple things. 1) There were 2 SF Committee of Vigilance, in 1851 and 1856 - 174 and 169 yrs ago, not 100. Both only lasted a couple months. 2) They claimed to be about stopping violence but did very little to actually stop it. More militias than organized committees.
