This has always been the goal—I taught chapters from Carol Brooks Gardner’s 1995 book on street harassment, Passing By, last semester, which clearly speak to that—but new technologies dramatically, frighteningly extend the reach & duration of “public harassment”

It seems like the through line here is that people really struggle to understand state collapse as anything other than a kind of collective moral failing because if it can happen for other reasons that would have troubling implications for their project of crippling the state.
