Yet another unacceptable, preventable death.

Not Ann Arbor proper, but our efforts cannot stop at the city limits. Washtenaw is a five-lane stroad with a 45 mph speed limit. There’s many homes and businesses on both sides, stops on heavily-used bus lines, and few crosswalks.

But we need to take some time to talk in detail about why the city's presentation was so damaging and damning... (🧵)
1. City traffic-deaths pitch hits a wall: Ann Arbor promised in 2021 it would eliminate serious injuries and deaths from traffic accidents by the end of 2025, aka next month, and instead the number of incidents so far this year has hit an eleven-year high. On November 19, Transportation Commission members eagerly awaited a year-end report and some promised new ideas, but transportation engineer Cynthia Redinger failed to impress. Her two big “asks” were for the commission’s support in a budget request to council for a driver-education campaign and to push for legal permission to set up red-light cameras and other “automated enforcement” techniques. Crashes In Ann Arbor author and safety advocate Peter Houk was especially dismayed, telling Redinger, “We have been trying unsuccessfully for a very long time to change driver behavior through driver education and messaging, and what we need to do is change our facilities to encourage drivers to interact in them the way we want them to. … We’re not going to get there by asking them nicely.” Council member Dharma Akmon tells a2view she’s also disappointed; she’s been pushing for quick-build traffic-slowing fixes like the recent redesign of Pauline Ave. Persuading Lansing lawmakers to reverse the current ban on automated enforcement — if it were likely to succeed, which she doubts — is not a fast-moving solution, she says. A lot of people think basically all traffic laws are a fundamentally illegitimate pretext to harass and fine motorists at random, rather than regulations designed to prevent injury and death.

Striking that opponents of automated enforcement so often cite something easily fixed in policy design as a reason to reject the whole idea. For example fretting that local governments will use ATE as a money-printing machine when you can just stipulate the revenue go to specific purposes.

The California ACLU is staunchly opposed to the ignition interlock device program and is a big reason that it has not been expanded. Despite the fact that California heavily subsidizes the cost for low-income drunk drivers, the ACLU says that the program is a form of "racialized wealth extraction."
According to the American Civil Liberties Union California Action: The American Civil Liberties California Action respectfully opposes AB 366, which converts a discretionary rule into a judicial mandate, requiring judges — in all cases involving a first Driving Under the Influence (DUI) conviction-to order the installation of an Ignition Interlock Device (IID). In making this change, the bill fails to address the financial and logistical barriers that drivers with low incomes will encounter to comply. The costs associated with this bill are untenable, especially given expected budget shortfalls. The financial consequences of a DUI conviction are considerable and are disproportionately burdensome for drivers with low incomes. Furthermore, DUI convictions and the consequences that follow are unequally levied on Black and Brown drivers. In addition to the standard penalty fines, drivers face the even more burdensome costs of DUl class fees, high-cost insurance premiums, DMV licensing fees, and other charges - up to $18,000 total. This bill would add the cost of an ignition interlock device to this list for all first-time convictions. For drivers with low incomes who are trying to comply with their legal obligations, the cumulative financial costs often prevent them from meeting these obligations and leave them with an indefinitely suspended license. Because of both the racial disparities in convictions as well as the racial wealth gap, this system results in a form of racialized wealth extraction.

And let's not forget, this debacle emboldened anti-sidewalk activists with a playbook to delay, obstruct, and oppose almost every significant sidewalk gap-fill project that's been done since then. Years later, we are still dealing with the consequences of this #a2council

In August and Sept 2021, a group of anti-sidewalk activists lobbied the city to cancel the construction of a sidewalk on the north side of Sunset Road from Brooks to Newport.

They argued, among other things, that Sunset is "adequately" served by the single sidewalk on the south side. #a2council

#A2Council if we can’t have municipal snow removal can we either:
A: have city workers or contractors clear the laggards at cost plus a fine OR
B: set up a bounty program where insured & bonded bounty hunter snow clearers can document uncleared walks & collect the cost & split the fee with the city?

Giving #a2council the neighborhood drama. After fed up parents said they’re going to report houses because their kids are falling on the way to school, they’ve been told “shame on whoever reported them rather than talking to their neighbors or lifting a finger to help.”

I think it’s great if you can leave a note or offer to help.

But as a woman using the sidewalks and usually with young kids, I have personal safety considerations to make before approaching a strange house, especially for a negative reason. Resent being told using SeeClickFix is somehow harmful!

#A2Council yet another car-wrecking crash at Summit & N Main this morning. It's mildly traumatizing to see regular car-disabling wrecks next to and on the sidewalks you use every day. The drivers usually walk away, but people on our own neighborhood streets don't have airbags inside a cage.
