I get that nobody wants to hear it but in a scenario where Dems flip the House, & barely flip or don’t flip the Senate, as Republicans have the presidency, ICE isn’t magically getting abolished. In 2028, even if Dems win a trifecta, you still need a part 2 because the INS hasn’t existed in years.
