Foreign nationals may not make expenditures, including independent expenditures (IEs, which call for election or defeat of candidates) or electioneering communications (ECs, which mention candidates during pre-election periods but do not expressly advocate election or defeat).

The Ira Keller Fountain a.k.a. Forecourt Fountain was built in 1970.
A large landscape fountain evokes the geological forms typical of the Columbia River Gorge east of Portland. Water cascades down the sides of the massive concrete blocks. The pool in front of the fountain is spanned by a walkway consisting of overlapping concrete slabs.
