CBP in particular cannot be reformed. The culture there is and always has been a nightmare.
He hits mandatory retirement age before 2029 so he's called his shot on this (much like dort), but yeah, this didn't come out of the ether in the last 9 months so any civil service institution which inculcates such rank partisanship has to be destroyed, not reformed

Part of this is just politics being like this now but a not insignificant part of it for this administration specifically is because Donald Trump is a fox news grandpa so appearing on camera maximizes your chances of being played on Fox news so he sees that you're actually doing something
