It’s worth pointing out that- particularly if you’re from America where you’ve been told for all your life that problems are just too big to solve - that these are solved issues. People know what to do to fix them. They just don’t want to. Don’t forget it.
It really, really isn't. Finland solved the problem almost entirely through Housing First years ago, and they told the Irish government how to do it - the Irish govt just ... didn't bother.
