I agree. Just did a quick search of my code repository, and the only thing beyond those two options (by value or label) I have ever used appears to be by label-then- value (so something like the population (value) of the three largest cities in five countries (label))

I agree - I would intuitively expect sort *_labels to sort alphabetically by label, not by value.
