It's a bit worse than this - there is an actual issue with fraud of this nature in Minnesota, but the insane part of it comes from these people nominating themselves as bounty hunters to go out and "find" daycares that are "doing fraud." Minnesota has been cracking down on it for years.

They are literally in the monthly mortgage payment and they're paid out of the escrow account!
We need to get better at hiding the taxes in the mortgage. We made taxes have too much friction and let people think about them too much.
