In regards to shooting in Minneapolis:

Witnesses say a doctor was at the scene and tried to help the woman who had been shot, but ICE agents refused to let him through. Around 10–15 minutes later, an ambulance arrived but was blocked by ICE vehicles occupying the street.-FOX 9 Minnesota

Will a police department with hundreds of officers, and a $230 million dollar budget be able to prosecute one dude who murdered someone in cold blood in front of multiple witnesses and video cameras?

I have my doubts, but I'd love to be wrong.

Keep thinking about how Bush and the GOP used 9/11 to ram through this radical expansion of violent law enforcement and the surveillance state. There were lots of times in the last 24 years when there were opportunities to challenge the 'America is under threat!' narrative and dismantle DHS.

The focus on training misses the mark. Yes, many federal agents are sloppy and unprepared, but years of organizing against police violence have taught me that more training doesn't stop violence. It just makes the death-making more respectable (sometimes) and more expensive.

Sadly this is correct, and no one likes it because people want to see punishment. The same process that created the problem cannot solve it. The only way is to remove power and money (which are the same basically).
I want people to realize prosecuting the police is always a long shot and even when successful that it hasn’t produced any observable change in behavior from the police in general.

They’re going to say she disobeyed orders and tried to run an agent over and had drugs in her system and was in a gang or terrorist cell, because that’s what they say when they don’t want to take accountability for a cold-blooded killing. And people will breathlessly repeat the lies.

ICE has only existed since 2003. A Bush-era creation, it is a militarized federal secret police that has been imbued with the Supreme Court with the unconstitutional power to ignore the fourth amendment.

Abolishing it and salting the earth where it grew is the moderate stance.
