The reason it feels like the rules keep changing is because they are, because these people are fascists and don't believe any rules apply to them.

You know what else has a deleterious effect on education? Being afraid of being kidnapped or having your parents kidnapped by masked fascists on your way to and from school.

Blowing whistles isn't against the law. Nor is filming the masked fascists kidnapping people off the streets. Most of these guys really, really want to blame the victims here.
