I believe that "the city" is wherever I can walk out of my house and get to for $2 by public transportation and that as such the City of Baltimore is now officially all of this in yellow (which is still a smaller land area than current Nashville, San Antonio, Phoenix, OKC, Houston, and Jacksonville)
