One key issue here is that this position - "We'll just have to sit tight and get through it, it's just four years, we've made it through four years of Trump before!" - has dominated the thinking among European political and diplomatic elites and has largely prevented a more serious preparation.
Europeans would be very foolish to listen to advice like this.

New — I'm told USAID employees who tried entering another agency bldg (not HQ) earlier this morning were being turned away by security guards with unknown man blocking turnstiles. Man said msg late last night should have said all buildings closed. But he suddenly left and access reopened—for now.
