I think of the housing shortage as a giant, billion-dollar, industrial scale machine that produces homeless faster than the people trying to help can get people out of homelessness
A lot of high cost, liberal cities actually have great programs for getting homeless people into housing, their problem is that their mostly self-inflicted housing shortage generates homeless people faster than they can house them.
