US history has conclusively proved that when the cops kill somebody, the immediate project becomes coming up with some crime to convict them with after the fact to frame the killing as deserved, to make them at fault for their own murder.

Federal policy prohibits law enforcement from shooting into moving vehicles unless the driver is an imminent threat to others. Trying to flee is not a sufficient threat unless there's reason to believe the person is violent.
This is the ninth shooting by ICE since September (I did not know that). All of them were into vehicles.

Yeah. Training doesn’t matter if there are no consequences to breaking the rules. Police have qualified immunity, and ICE thugs even less incentive to behave. The problem is not that they don’t know the rules. The problem is that they don’t give a shit and will never be punished.
The focus on training misses the mark. Yes, many federal agents are sloppy and unprepared, but years of organizing against police violence have taught me that more training doesn't stop violence. It just makes the death-making more respectable (sometimes) and more expensive.

I can come up with several good faith reasons to do this but it is obviously the wrong thing to do. You cannot trust federal law enforcement to run an honest investigation of this case. You should presume that they will do no such thing.
Minneapolis Chief Brian O'Hara confirms that the FBI is in charge of the investigation. He says MPD role is maintain the security of the crime scene.
