Keanu probably isn't in this movie because they're more than likely making way for a solo Shadow movie. So Idris is probably still the highest paid actor of the bunch by default and knowing that Kristen Bell just signed a $60M deal with Disney, she definitely wasn't cheap either.
I do hope now that the Sonic Movies are a billion dollar franchise that Ben and Colleen start to get paid a little more for 4 than they did in the previous movies
