I earnestly want an actual cost estimation case study on how this happened (both the initial bloated cost design and the discovery of the cheaper slightly trapezoidal design)
Sitting here open-mouthed at this Sound Transit board presentation, because it was just explained that making Ballard Link's Seattle Center station "slightly trapezoidal" would save the agency a HALF BILLION DOLLARS.

I can think of some extremely common scenarios that make this policy ridiculous

Don't own a smartphone
Phone is dead
Have a monthly pass
Have a discount pass
Transferring from another mode

I pay fare every time but if the ORCA reader isn't working I'm not futzing with an app
Passengers can purchase tickets digitally by downloading the Transit Go app.

Currently the ORCA card readers are unavailable to tap on/off for 1 Line service. While ORCA readers are unavailable, passengers are still required to have valid proof of paid fare.
