In case you missed it, this is "we're not going to take action against harassment as long as you do it this way". Pretty close to a full-throated endorsement of the Libs of Tiktok model of stochastic terrorism.
We do not currently take action on accounts that share Bluesky screenshots with commentary, unless that commentary violates our Guidelines. We will take action when someone's private information is shared without their consent, but only when it is personally identifiable and verifiable in-app.

The purpose of Bluesky was always to prevent a large, organised exodus to non-corporate, non-centrally-controllable social media like the fediverse (which is full of assholes! But so is this place). It's successfully corralled the marginals into one place so now it's open season
