Power can be seen only in the extent that others will carry your demands. Public opinion cannot make the administration do anything it doesn't want to do. The Senate Democrats could not make the GOP yield on health care. The Democratic base could not make the Senate Democrats grow a spine.

Substantively, the cave preserves what Republicans passed this summer, only with federal employees getting paid.
But the Senate Democrats did buy a week of headlines about how they are chumps and have enraged people they'll need to donate and volunteer next fall.

Major concession from Democrats here is enhanced ACA funds aren’t extended. Preserving them was Dems’ central demand in this fight. They secured a promise of a vote (which Thune has been offering for weeks), but that could still fail. Even if it passes, Johnson has made no promise of a House vote.
Tentative Senate deal to end shutdown, multiple sources tell me & @frankthorp.bsky.social:
—CR through Jan 30
—Approps minibus
—Fully funds SNAP
—Reverses Trump’s shutdown RIFs
—Promise of Senate vote on ACA subsidies by Dec second week (details/outcome uncertain)
—Led by King/Shaheen/Hassan

Josh Johnson!
I covered a game he quarterbacked while being coached by Jim Harbaugh. As long as he's still in the NFL, I'm still young.

Does this mean the House would have to come back into session to vote on the Senate bill?
Welp, that’s the Senate side of the shutdown over, it seems.
