This is a straight up construction failure. The point of that curb cut there is to convey stormwater into the planted area to slow and pretreat it before it hits the waterway.

Having that area higher than the surrounding impervious surface completely ruins the entire concept!

After doing over a decade of activism on the ground to get more homes built here in California. This line is the crux of why purely local reforms do not work.

You can have hundreds of hours of community meetings and still will not convince a critical mass of people to build an apartment complex

This does little for federal workers as they will just do it after Jan 30
The RIFs language is actually great. Not only does it rehire the people RIFed during the shutdown, it makes it an unequivocal Antideficiency Act violation to do ANY MORE RIFs through the duration of the CR (Jan 30)

Completely stops Trump/Vought Phase 2 for now
