I have not looked into this properly yet..... But it sounds like he's saying farm workers ICE seized will go back to the farms, but under a financial arrangement where the farmers will "own" them, and be "responsible for them most of the time". Didn't they have a Civil War about this stuff already?
The camp is to filter out workers for Trumps new Slavery policy where he sells them to businesses.

Medics carry saline in these tiny little irrigation (means "washing") bottles. You pop the top off and squeeze and the saline squirt out.

This is important! If you're just pouring water out of a bottle, a lot of water comes out at low velocity, so most of the water slides off.
