Very very hard to see the hawks winning out with Williams and Daly both explicitly calling for a Dec cut. Based on Waller's comments this AM my guess is Powell cut a deal: we back this cut, but nothing more. More guessing: Waller agreed, and will shop his ability to cut that deal to the White House.
