Recessions throw young people out of the labour market - exhibit one. If we want to avoid another lost decade for young people (and a continued exodus), we need a youth training, education, job guarantee programme.

It's interesting looking at the Oxford Government Covid Response Tracker data set now. Out of the OECD, New Zealand had the 3rd lowest stringency index averaged over 2020-2022 behind Estonia and Iceland. Roughly speaking this a measure of the intensity of public health restrictions over that period.
