I went back and watched this exchange today, and the response to Smith’s questions (from her colleagues and the O) encapsulates something that holds Portland back.

We basically have a split council and the left has to mobilize if we want to win on these crucial issues.

Indeed. The idea that @councilormorillo.bsky.social's amendment is a huge problem is just nutty in this context.
The idea that this vote hinges on whether people think sweeps are good or bad is so bizarre to me. If the Mayor and CA want to do sweeps, then wouldn’t finding the money to pay for it be the first step? They propose to blow through their Contingency because they don’t have the money.

The Impact Reduction Program also provides trash abatement, which is essential in maintaining clean, walkable sidewalks for all Portlanders. We shouldn‘t cut their budget.
