i think the basic answer to this is "for god's sake, write a law if that's what you want to do." the paralysis of the American legislature has gone on for so long that most Americans have developed this weird Iron Age mindset that the law is an immutable thing alterable only by courts and judges.

It's hard to convince younger people the economy is actually great, when they're able to directly compare what they get for their money - ESPECIALLY when it comes to housing - with what their parents and grandparents were able to get.
