This is a v good point.

In my experience, the UK government is quite fond of banning / prohibiting things without making credible enforcement plans.
The result is often more sludge for those who follow the rules, and little effect on those who don't
Prohibitions are not spells.

Law is not magic.

When you prohibit a thing, all that means is the thing may be attended by different legal consequences than before.

The thing is not extinguished by a mere prohibition: it can continue but in a different way with different (and unforeseen) effects.

It's at least a little bit funny that what we used to call "vibe coding" has become something that is best done through detailed spec-writing with the agent and then detailed planning with the agent before getting said agent to code, kind of the opposite of vibing out.

TV news grossly misrepresents what Councils do. Any mention of local govt on the news is always with a discussion about potholes, libraries or street cleaning. In reality about two-thirds of Council budgets are spent on social care and that percentage is only going to increase.
