Bentham, an 18th-century philosopher and social theorist, promoted the Panopticon as a circular prison with a central inspection tower from which a single guard could observe all inmates all the time while unseen. A government source said: "This doesn't mean watching people who are non-criminals - but she feels like, if you commit a crime, you sacrifice the right to the kind of liberty the rest of us enjoy."

ECU Complaint 12th Jan 2026 My complaint (Ref. XXXXXXXXXXXXXXXXX) was in relation to the following: Criminal case reporting, involving a trans child  My original complaint raised the following issues: with regards reporting on the conviction of Graham Linehan and its misrepresented of the case and the victim in these key aspects: A) At the time of the offense, the victim was a child, with all of the legal protections that are rightly afforded to minors. At no point, however, does the report state this fact - one that has significant bearing on the nature and severity of the offence committed by Mr Linehan (an adult). Instead, the report calls the victim a "teenage trans woman", a phrase which minimises the the above facts. B) The report also describes Ms Brooks as a "biological male who identifies as a woman". Notwithstanding the ruling of the For Women Scotland (FWS) Supreme Court case, transgender women (and men) are a clearly defined group with respect to UK law. To use the phrase (as is done in the report) explicitly infers that transgender identity is a contestable ideology, as opposed to a reality in both biological fact and UK law. Where not used as direct quotes, use of this term in BBC reporting (in this and other reports) therefore fails to adhere to BBC rules on impartiality.  The FWS case ruling as affirmed by the ruling judges restricts itself to the issue of single sex spaces under employment law. Therefore, the use of the offensive term in all reporting regarding the transgender community is not only disproportionate relative to the true legal status that the community possess but generates the very confusion the BBC response claims to address. Furthermore, the FWS ruling has no relevance to the case being reported (not being in relation to the issue of single sex spaces under employment law), and the law under the Equalities Act should therefore apply. (continued on image 2) Sadly, the original response I received from the BBC: 1) Completely fails to address my complaint that the report ignored the context that Mr. Linehan's conviction was for an offence committed against a minor at the time of occurrence. 2) Acknowledges that the term “biological male who identifies as a woman” if offensive yet offers no remedy for its use in BBC reporting. To the transgender community, this term is of equal offence to slurs that may be directed at groups with other protected characteristics. For these other groups I would not imagine BBC accepting its reporters continuing to use these slurs having been made aware of their offensive nature. For transgender people, the term denies their existence as accepted in science and UK law and is specifically levelled at them by groups antagonistic to their community. 3) Makes the case that the language used is impartial, given it is "...an area with strongly held and sometimes incompatible views". It is inconceivable however that if a similar issue was raised, the BBC would continue to use antisemitic, homophobic, racist or misogynistic terms, or give equal standing to advocates of these ideologies, even if (as is often the case) these are very strongly held views. To restate, transgender identity is both an established fact in science and a protected characteristic under UK law and thus the transgender community are entitled to be addressed in line with their identity (as we all should). The BBC has a duty to factual accuracy in addition to impartiality yet is currently failing on both counts by not following established fact, and by reporting on transgender subjects in terms which clearly aligns with the "gender critical" lobby who seek to label transgender people in this manner. (continued on image 3) Evidence since my complaint appears to show that reporting on these matters has been directed by senior staff in contrast to the BBC’s publicly released style guide. If this is indeed the case and given the nature of the topic in relation to the Equalities Act 2012, please can you substantiate this new stance with any equality impact assessment conducted when developing these additional style guide recommendations. I hope that having escalated this issue, you will be able to directly address my complaint, and I look forward to your response. Yours,

Over 90% of transgender and nonbinary people surveyed in Norway satisfied with gender-affirming care outcomes A survey of transgender and nonbinary people in Norway finds that the vast majority who have received gender-affirming care are satisfied with the treatment outcomes, including 93% of those who received hormones and 96% of those who underwent surgery. The findings, included in a new report by the Williams Institute at UCLA School of Law in collaboration with the University of Agder, Norway, show that transgender men and women were more likely than nonbinary people to have obtained gender-affirming health care. The share of study participants who reported having made most of the changes they wanted -socially, medically, or in other ways -was highest among transgender men (35%), followed by transgender women (18%), nonbinary people assigned female at birth (16%), and nonbinary people assigned male at birth (0%). Using data from a nationwide sample of 579 transgender and nonbinary people in Norway, researchers examined gender-affirming health care needs, care experiences, and overall health and wellbeing across gender identity groups.

Following coverage over the weekend of Sir Paul Nurse's comments that suggested that the only reason that a Fellow should be expelled from @royalsociety.org is scientific misconduct, I have written to him to explain the risks such an attitude poses of increasing sexual harassment in STEM.
Dear Sir Paul, Re: Royal Society Code of Conduct I am sure that many scientists have written to you about the specific question of Elon Musk’s Fellowship and whether, under the Royal Society’s Code of Conduct, his retaining that Fellowship is appropriate. I will not rehash these issues. Instead, as a female scientist with extensive experience of activities aiming to increase equality, diversity and inclusion in the engineering and physical sciences sector, I am writing to you (in a personal capacity) to ask you to reconsider the statements you have recently made in this context to the UK press about the Royal Society’s Code of Conduct and how it is applied. A 2018 report from the joint National Academies of the United States of America, concluded that “sexual harassment is common in academic science, engineering, and medicine” and that “greater than 50 percent of women faculty and staff and 20–50 percent of women students encounter or experience sexually harassing conduct in academia”. This report described codes of conduct that make clear that sexual harassment is unethical and will not be tolerated as a “powerful incentive for change”. The authors also noted that sexual harassment can have significant and damaging effects on the integrity of research. In my own praxis, I have found that clear and consistently-implemented codes of conduct that address these issues make female scientists and engineers safer, and allow them to focus more effectively on their research. For codes of conduct to have such a positive effect, it is vital that sanctions for actions which transgress the code are meaningful and substantial. I was hence aghast to realise that in an interview with the Financial Times published on 9/1/26, you appear to have suggested that the Royal Society “should only expel fellows if their science proved “faulty or fraudulent or highly defective””. Moreover, in a further interview with the Guardian on 11/1/26 you suggested that the code “may need to be looked at again”, with the implication that your aim would be to remove the option of sanctions on Fellows for reasons not strictly related to faults or defects in their research. I suggest that changing the Royal Society’s code of conduct so that the likelihood of serious sanctions for sexual harassment is reduced, would directly endanger women who interact with the Royal Society at events or otherwise, and would provide a licence to harass to the already powerful people on whom the Society bestows fellowship. The implications of your words - that under your leadership the only infringements of the code which are likely to receive the sanction of the Fellowship being removed are those related to research misconduct - already risk empowering harassers. You stated, in the Financial Times interview, that “there’s many bad people around, but they have made scientific advances”. Given this awareness of the possibility of bad actors in our scientific community, it is wholly irresponsible to suggest that the Royal Society would not act to sanction these people if they harass more vulnerable scientists. I am hence writing to request that you retract any suggestion that the Society’s Code of Conduct should be changed so that the only reason a Fellow might be sanctioned by the removal of their Fellowship is “faulty or fraudulent or highly defective” research. This action is necessary to safeguard female scientists, a requirement placed on the Society by safeguarding legislation and UK statutory guidance. Yours sincerely, Professor Rachel A. Oliver.
