SB 283 is still alive but the current form only allows the court to consider factors for failing to appear. Court would still be able impose a 30 day jail sentence for failure to appear in court.

Senator Aird was reluctant to accept changes to the bill because prosecutors testified that it gives defendants an incentive to skip court. Defendants could be charged with a class 6 felony instead of jail for 30 days, still not enough. Stripped version passes with party line.

SB 283 from Senator Lashrecse Aird deals with penalties for failure to appear in court. Allows court to consider factors like illness, transportation failures, ect. Defendant can still be charged. Deeds, Surovell and Perry don't support the bill until it's gutted.

SB 647 from Senator Todd Pillon gives law enforcement cleaner guidelines for getting a search warrant for use of drones as well as deployed at a crime scene and large public gatherings. Passes unanimously, kinda makes me think past drone use was in a legal gray area.

SB 496 is back and they messed up a gun bill and had to send it back. "Nothings permanent" and they stripped the part where the lock box has to affixed to car.

Next up is SB 496 from Senator David Marsden that creates a civil penalty for firearms left unsecured in an unintended vehicle. Senator Perry is trying to be exact about the language on the lock box affixed to the vehicle.

Senator Tara Durant SB 602 makes a technical change to the Marcus Alert System. Law enforcement agencies can make individual profiles on people who have dealt with officers. Recommended by Behavioral Health Commission. Passes unanimously.

Senator Luther Cifer (real name) has SB 821 to have the Virginia Crime Commission conduct a study on Kratom. Bill is carried over because that's how studies work in the Virginia Senate.

My suggestion, clone Scott Surovell and place those clones throughout rural Virginia.
SB 798 from Senator Mulchi would create a work group to address "legal deserts." Senator Mulchi says she would never have to say that there aren't enough lawyers. While Arlington has more lawyers per capitol than anywhere, smaller localities have trouble with access to a lawyer.

Blast from the past (last year) SB 753 would expand definitions for suing for use of name or portrait to include likeness and voice. Expanding the code for the world of deep fakes. This year it passes out of committee unanimously.

SB 1421 would expand law on using likeness without consent to include voice to go after AI usage. There's an entertainment lawyer trying to do too much. Bill is Passed by Indefinitely.

SB 579 by Senator Bryce Reeves for a civil penalty for illegal online sweepstakes get carried over. Similar to the theme that you carry a bill so state agencies work on the issue over the next year.

The bill is carried over which means that the chair Senator Scott Surovell will write a letter to tell the Supreme Court of Virginia to work on the issue. Senator Bagby points out that passing the bill would require going to Senate Rules or Fiance. Mulchi quickly agrees to the letter.

SB 689 would expand the protections of government employees to include the Department of Social Services and include call center contractors and anyone else working for the department. Arguments against threats against all people are already a crime. Passes 12-3 with an unusual opposition.

SB 570 from Senator Tammy Mulchi would allow probable cause for a search warrant for dead body anywhere outside of a physician. Even her Republican colleagues think it's far too overreaching and move to kill it.

Back on Monday, I missed my first Senate Courts meeting this year when Senator Locke had problems with a bill that would allow victims of human trafficking to get certain charges dismissed. The committee had problems with language earlier by worked it out. Passes unanimously.
