What Cat's describing here is very real, and anyone who runs a software org feels it. We're beholden to velocity metrics almost exclusively, but software orgs that run flat out will ALWAYS lose velocity over time, because software is multi-disciplinary and you need to ingest new information & skills
Learning culture moderates how software organizations adopt tools and the implicit rules we're giving developers want what they can do, experiment with, push back on, and share.

And software has spent years dismissing it in favor of sloppy ad hoc velocity benchmarks

I've slept now after making a lot of the requisite calls. As I mentioned, my father passed away in Pennsylvania yesterday from a combination of aggressive cancer and CPOD, unexpectedly quickly. We'd only received the diagnosis of cancer a couple weeks ago.--
