In 1930, 6 months after the Smoot-Hawley tariffs were enacted by President Hoover, world trade decreased by SIXTY PERCENT (60%). Because of policies like the Smoot-Hawley tariffs contributing to the Great Depression in the 1930's, Hoover is considered one of our WORST president's.
