I’m not sure I’ve ever seen a case where the potential criminal liability incurred by prosecutors in the act of indicting exceeded that alleged in the indictment

So your contention is that if we removed de facto subsidies for suburban living, we’d discover that most people actually prefer living in city center with no car?
