Jonathan Ross was a firearms trainer and led a team that included multiple federal agencies. All this training didn't stop him from shooting Renee Nicole Good. His training *facilitated* the shooting.

I think it's worth pointing out that this plane definitely didn't just get built within the past year. An unmarked 737 made to look like a civilian airliner, with weapons concealed in the fuselage, was only ever meant to do exactly this sort of thing.
