The tension lies in legitimacy. The legitimacy of the profession rests with society (because of the public trust req), even though the military serves the regime. So when the regime is illegitimate (read: non liberal) a military with public trust is a threat, and so regimes undermine the profession.

Is it possible that someone started this rumour to get rid of the people who’d object to an exit tax, and can we then impose a re-entry tax on those people it they try to come back?
The Sunday Times reported that the Government was drawing up plans for an exit tax.
If I was a Government thinking about introducing an exit tax, the *last* thing I'd do is give any hint that's what I was about to do. Or people will leave to pre-empt it.
