NEW: I have obtained, under FOI, a secret Department report that initially recommended the Targeted Compliance Framework - aka, the unlawful "mutual obligations" scheme

It reveals that, like Robodebt, they recklessly built this thing to punish "entitled" frauds who never existed
"Other job seekers who fail to meet their requirements are not interested in finding work, either because they have other sources of undeclared income or because they see their payments as an entitlement for which they should not have to do anything in return. For these job seekers, strong penalties are required to send a clear message that those who are unwilling to meet their mutual obligation requirements will not receive income support. Based on these findings, a new compliance system is proposed that will address the weaknesses of the current model and deliver the objectives of this review. This new framework will include: • Greater autonomy and emphasis on personal responsibility for most job seekers. • Better identification of factors impacting job seeker capability before penalties are applied. • Targeting of significantly tougher compliance penalties at job seekers who have demonstrated they are not genuine in meeting their requirements. • Greater simplicity through more consistency in the design and application of compliance rules for different types of failures Recommendation 1: Targeted Compliance Framework The new approach will be based around a targeted compliance framework which consists of two phases – a personal responsibility phase for the majority of job seekers who generally meet their requirements and an intensive compliance phase which will apply strong penalties to persistently non-compliant job seekers. The system will be bolstered by new technologies to assist job seekers in monitoring their requirements, and multiple interventions to identify when factors impacting the job seekers ability to comply or inappropriate requirements may be preventing a genuine job seeker from meeting their requirements."

1. they were never educated (esp "ipad generation") & don't know how computers work

2. our tools and services are all SO AWFUL NOW, degraded at best, actively user-hostile at worst
Mariya Delano @mariyadelano@hachyderm.io I've been testing a theory: many people who are high on #AI and #LLMs are just new to automation and don't realize you can automate processes with simple programming, if/then conditions, and API calls with zero Al involved. So far it's been working! Whenever I've been asked to make an Al flow or find a way to implement Al in our work with a client, I've returned back with an automation flow that uses 0 Al. Things like "when a new document is added here, add a link to it in this spreadsheet and then create a task in our project management software assigned to X with label Y". And the people who were frothing at the mouth at how I must change my mind on Al have (so far) all responded with resounding enthusiasm and excitement. They think it's the same thing. Laws stayed as is for most of his career, fossilised in the amber we call Australia’s media landscape, the evolution of which moves so slowly it can barely be perceived by the human eye, let alone your average talkback radio listener. He looked the same since the early 1990s — as if Jimmy Saville and Greg Norman fell into the teleporter from The Fly — and his opinions, too, stayed as static as the dial of those calling in to complain about immigrants, The Greens, or The Youth, or to hear him wax lyrical about fine scotch and miniskirts. In his 71 years on air, he maintained an odd blend of approachability and edge, a quintessentially Australian kindness, which is to say a false one that can snap away in a millisecond of boredom, bigotry, or plain old pettiness. He lacked the overt evil of his longtime rival Alan Jones (did not share his love of fucking underaged boys etc.) but kept up the steady hum of false mateship that underscores most the hurt and darkness in this proudly two-faced country. To say he got it down to a fine art means something to someone somewhere, surely
