Get back to New Deal style liberalism centered on workers and stop shilling for Big Business. That's a party that will defeat the GOP repeatedly.
No matter their race, low-propensity voters have tuned out of politics for a reason. If Democrats want to build lasting majorities, they need to more seriously engage with why.

It's a poorly written sentence.

The sentence subject is "dog".
"Poops" is a verb; the action the subject is doing.
Therefore, "it" refers to the dog (subject).
