It's really annoying when students with like one semester's worth of IR knowledge keep going on about Thucydides as if he's completely explained international relations, but in their defence actual people keep doing Thucydides stuff
Miller is actually just trying to completely eradicate the concept of Westphalian Sovereignty here. The only "understanding of law" that fits Miller's definition here that I know of is literally the Athenian position in the Melian Dialogue.
This guy is basically inviting China to take Taiwan.
