Good and frequent public transit is better than cheap infrequent transit.

Good public transit is attractive to most people.

If you are a car driver and want less cars in your way, then you want great public transit in your city. Crappy transit won't help ease traffic.
The equity case for infrequent buses at low fares only makes sense if you believe low income people’s time has no value or that they don’t value their time.
