I'm fortunate to live in Quebec where daycare has been close to free or free for 25+ yrs. It's a good policy with lots of benefits for families.
If New Mexico can do it, any state can.

It cost tens of millions of dollars to get autoroute runoff out of our drinking water. It should never have been built that way in the first place. So much bad design from that era that later needed fixing.
As I said above, Montreal still healing from "autoroutification", where highway-style interchanges were believed to be the solution for unusual urban intersections, prime example being the Pine-Parc interchange.
Look at that monstrosity, impossible to cross on foot.
