I put a lot of thought in to this and the Federation must have a "Department of Astrohorology & Xenoplanetary Chronology" with a department motto like "Tempus neminem exspectat".
Except for the one Ferengi guy working there with a little desk plaque that reads "Time is Money" in Ferengi.
