This is a great, simplified explanation of how the assessment process “works” in Cook County & how it’s skewed in favor of commercial real estate owners.
Everything with the assessment process is confusing but I’ll try to make it as simple as possible.

The city and county set a property tax amounts each wants to raise. A dollar amount divided across all properties.

The assessor sets the values for the properties.
