I'm not a military/armed conflict person, but a retreating combatant is clearly different than a surrendering one.

Hey Atlantic copy editors. Please explain to all of us how denying your enemy access to resources (cash from oil sales to buy war materials) is a ‘sign of desperation’. If non-combatant nations refuse to embargo Russian oil interdicting the flow of that commodity seems smart.
