A majority of Americans are pessimistic about peace in Ukraine (they don't trust Putin to honor it) and support sticking with Ukraine for as long as it takes.
Thus, this isn't Trump trying to score a cynical political victory; he just wants Ukraine to lose.

On 10/1, a change to grant making regs went into effect that gives NIH more power to terminate grants for policy reasons.
