Border Patrol was created in 1924 and tasked with patrolling the border. At the time there really wasn’t much interior enforcement. The INS did some, but it wasn’t a big part of the system until later in the 20th century, and Border Patrol didn’t really want to do it, given their historical mission.
Before you started correcting people on this, I kind of thought ICE was created as an interior immigration enforcement branch, as distinct from the border patrol's focus on the border. But if border patrol already operated throughout the country, what was the point of making ICE?
